A Message from the Chief Billing Compliance Officer
The University Trustees established the Billing Compliance Plan and the Office for Billing Compliance in 1996. The Plan sets up a framework for billing compliance at the University by designating responsible individuals, developing initiatives at the department level and requiring regular training and auditing of billing. Our Office implements many aspects of the Plan.
Since our inception, regulatory and operational changes have been significant. Federal and State regulators have greatly expanded the compliance obligations of institutions such as ours who receive Federal and State dollars for providing health care services to patients. New laws and commercial payer policy updates are frequent, and changes in business practices and operations such as the use of an electronic health record and department coders have impacted our oversight function.
We are focused on adherence to the laws and regulations that affect us and to promoting a culture of compliance and transparency. We continue to provide annual training for providers, staff and new employees. We conduct and oversee audits of providers and coders, and follow up on results. We assist and support compliance officers in our clinical departments. We are available to all and respond to billing compliance problems and questions brought to us by staff, physicians, administrators, department leadership and patients. We believe this has fostered the trust and co-operation of the University community and outside entities. We look forward to new plans and initiatives as they emerge in the future.
